Board of Fire Commissioners

Board of Fire Commissioners – The Board of Fire Commissioners is an elected board of (5) five members, each with a four year term. It has general management and supervision of the Fire Department.

Pasquale F. Nuzzolillo – Chairman

Commissioner Pasquale (Pat) Nuzzolillo is a lifetime Connecticut
resident and a Navy Vietnam Era Veteran. He has been a Vice President of sales for two publicly traded health maintenance organizations and worked as a Sales Manager for John Hancock mutual life insurance company

Pat is actively involved in many civic and nonprofit organizations. He has been a member of the North Haven Board of Fire Commissioners for 14 years and is the Chairperson of the Commission.

He currently is the Assistant General Manager/Sales Advisor for The Landing of North Haven. Pat enjoys spending time with his family, good food & wine.

Vincenzo Gallo – Vice Chairman

Lt. Colonel Vincenzo “Vincent” Gallo was born and raised in North Haven, Connecticut. He received a Bachelor of Liberal Arts in Political Science and a minor in Criminal Justice from the University of Connecticut, graduating magna cum laude. As a sophomore at the University of Connecticut in 1988, Vincent chose to enlist as a Security Forces Journeyman in the Connecticut Air National Guard.

In October of 2001, he was placed on active duty in support of operations Noble Eagle, Enduring Freedom and Southern Watch, suspending his legal education until 2003. In 2005, Vincent received a Jurist Doctorate degree from
Quinnipiac University School of Law, with a concentration in Probate and Real
Estate Law, and was admitted to the Connecticut Bar.

In 2007, Vincent attended the Academy of Military Science at McGhee Tyson,
AFB to receive his commission. Subsequently, he was assigned to the 103d Logistics Readiness Squadron (LRS) and attended Logistics Readiness Officer School in 2011. He gained experience in all branches of government due to his interest in the law and government. He worked as a Legislative Aide and Committee Clerk for the Connecticut Legislature, a Judicial Clerk for the Connecticut Superior Court and continuously volunteered for additional duty
for the Air National Guard. This included an active-duty tour from November 2019 to June 2020, to assist with a readiness evaluation (inspection) and COVID response.

Currently, Vincent is the temporary Commander of the Logistics Readiness Squadron (LRS) for the 103d Airlift Wing of the Connecticut Air National Guard, East Granby, Connecticut.

He will remain the temporary Commander until the full-time Commander returns from deployment. Previously, he served as the Logistics Squadron’s Fuels Flight Commander and the Distribution Flight’s Officer in Charge prior to being appointed as the 103d Executive Officer.

For the past 14 years, Vincent has owned and operated a law firm located in
West Haven and Westport Connecticut, currently employing 15 people. He
resides in North Haven, Connecticut, with his wife, Vanessa, and his
daughters, Sophia and Amelia.

Mary-Jane Mulligan – Secretary

Commissioner Mulligan is a life-long resident of North Haven. She
married her high school sweetheart, Richard Mulligan, a long time
North Haven resident. They owned and operated Merola Motors, a
successful and well-respected North Haven Business. After her husband
died, she ran the business with her two sons.

Commissioner Mulligan’s family has long been recognized for their involvement in North Haven. Her father served as the Town Treasurer and her brother served as the Fire Chief. She has been a vibrant member of the North Haven Rotary since 1992 serving on every committee and active in fundraising activities. In recognition of her Rotary service, she was named the Rotarian of the Year and received the prestigious Paul Harris Fellow Award.

Following Rotary’s motto of “Service Above Self”, Commissioner Mulligan has selflessly contributed countless hours of her time to meeting the needs of the community. She has served on the Planning and Zoning Commission and is currently on the Board of Fire Commissioners.

Her many years of service, dedication and friendship have been warmly appreciated.

Jennifer Caldwell

Commissioner Caldwell has lived in North Haven for 17 years with her two children who graduated from North Haven High Schools. She earned her B.S in occupational therapy from Boston University and her Master of Education from
North Carolina State University. She completed a Master of Healthcare
Administration from BayPath University in 2020.

Jennifer has over 25 years of experience as an occupational therapist and an assistive technology specialist in skilled nursing facilities, home care, outpatient and school-based settings. She currently works for Community Health Network of Connecticut where she started in the utilization management department. She was recently promoted to a position as a project manager within the quality management department.

Jennifer has served on the North Haven Board of Education from 2011-2017. While serving on the BOE Jennie chaired the policy committee and led the district through a policy revision process. She was instrumental in establishing an advisory committee and served as a CABE liaison. Jennifer completed her first term on the Board of Fire Commissioners and was recently re-elected for a second. Her priorities are safety, adequate funding for staffing and resources, data driven decisions, transparency, and accountability to ensure the public is aware of the plans and needs of the fire department. She will continue to advocate for the adequate funding for the fire department to ensure the safety of the fire fighters and the residents of North Haven.

Patricia Brown

Commissioner Brown is a 30-year resident of North Haven and currently serves on the Board of Fire Commissioners. Previously, she was elected to the Board of Finance for three four-year terms and appointed to the Open Space Advisory Committee. Apart from her dedication to the town, Patricia actively contributes as a board member and treasurer of the North Haven Education Foundation and serves as a board member and treasurer of her condo association.

Professionally, Commissioner Brown has held positions at esteemed institutions such as Yale University, UCLA Medical School, UCLA AIDS Institute, City of Hope National Medical Center, and NASA-Ames Research Center. Her tenure at NASA resulted in numerous scientific publications, two patents, and involvement in the first unmanned joint Russian-US spaceflight. Commissioner Brown’s educational background includes a BA in psychology and business and an MA in physiological psychology. Both degrees are from a California State University.

In terms of community service, Patricia has chaired committees to raise funds
for the North Haven Education Foundation and AIDS programs. Also, she has
designed and organized Earth Day exhibits at North Haven High School. During
her leisure time, Patricia enjoys growing orchids, reading and engaging in
conversations with family, friends and residents.

While serving on the Fire Commission, Patricia remains dedicated to ensuring transparency, accountability, and acquiring essential protective turnout gear and vehicles for firefighters. Her commitment aims to safeguard not only the town but also the surrounding communities.
