Fire Chief/Fire Marshal – Paul Januszewski

Chief Januszewski was appointed to the position of Fire Chief in 2015 to lead the North Haven Fire Department. He is responsible for overall strategic leadership to ensure the department is well positioned to provide the best service to the citizens and visitors of the community. To accomplish this, the Chief leads 42+ career members and dozens of volunteers assigned throughout four stations strategically located within the Town of North Haven. Chief Januszewski is responsible for the overall administration of the Fire Marshal’s Office and is the appointed Emergency Management for the Town of North Haven.

Chief Januszewski has been a professional firefighter with the North Haven Fire Department since 2002 and served as volunteer firefighter from 1996 to 2002 with another department. He holds a Bachelor of Science degree in Public Safety Administration and a Master of Public Administration degree. Additionally, he is a licensed Paramedic and maintains National Registry certification in addition to being a CT certified Fire Service Instructor and Emergency Medical Services Instructor. He is a graduate of the National Fire Academy’s Executive Fire Officer Program and is also an Instructor at the National Fire Academy. Chief Januszewski has presented at multiple conferences including FDIC International in Indianapolis.

Chief Januszewski has been an active member of the community coaching youth basketball, youth football, serving in a leadership role for a school PTA and serving on an executive board for a local boys and girls club. Chief Januszewski remains active within the fire and EMS profession having served as the President of the CT Career Fire Chiefs Association and teaching at the University of New Haven. 

Deputy Fire Chief of Operations – Scott Bisson

Scott Bisson has joined the North Haven Fire Department after completing 31 years of service to the Town of Fairfield where he served as Assistant Fire Chief of Operations, Training and Safety.  Scott is a 4th generation firefighter and started his fire service career as a volunteer with the Shelton Volunteer Fire Department. He is a Nationally certified Fire Officer level 4, Fire Service Instructor level 3, CT EMS Instructor, and a 2013 graduate of the National Fire Academy’s Executive Fire Officer Program. He has Master’s Degree in Emergency Management and Disaster Preparedness as well as a Bachelor’s Degree in Fire Administration and Communications.

Scott has been very active in regional and statewide fire service initiatives throughout his career. He is the immediate Past Director of Training for the Fairfield Regional Fire School and served as the Chair of the Connecticut State Firefighters Association Education Committee, Co-Chair of the Regional Emergency Planning Team in Region 1 and was a duty officer with the CT West Incident Management Team. Scott has extensive operations and command experience including fire, rescue, chemical and weather-related emergencies.  Scott has been a Hazmat Technician with the Fairfield County Hazardous Incident Response team since 1993 where he served as group supervisor. He is also an adjunct professor at the Sacred Heart University in the Master of Public Administration program teaching courses in Emergency Management.

Deputy Fire Chief of Administration- Jeffery Obier

Jeffrey Obier is a 2 nd generation member of the North Haven Fire Department, following in the footsteps of his father Chief John E Obier Jr. Jeffrey joined the North Haven Fire Department in 1981 at the age of 16 as a junior member of the Montowese Volunteer Fire Company #2. In 1983 he became a full company member and held the positions of First Foreman, Second Lieutenant and First Lieutenant while in the company.

In 1991, Jeffrey was hired by the North Haven Fire Department as a Career Firefighter/EMT. He became an EMT Intermediate in 1992, was promoted to Lieutenant in 2002 and then promoted to Captain in 2020. In 2023, Jeffrey was selected by the Board of Fire Commissioners as the Deputy Chief of Administration. Jeffrey has a Master’s Degree in Public Administration from the American Military University as well as a Bachelor’s Degree in Fire Investigation from the University of New Haven. He is also a certified Firefighter II, Fire Officer II and Fire Instructor I.

Prior to becoming Deputy Chief, Jeffrey was very active in the North Haven Professional Firefighters Association, IAFF Local 2987 serving as President for 9 years during which time he worked closely with the Chief’s Office to assist in improving the Department. He is a member of the Knights of Columbus, The Irish American Community Center, the New Haven County Firefighters Emerald Society where he is a Bagpiper with the Pipes and Drums, achieved the rank of Eagle Scout in the Boy Scouts and in 2008 was selected as the Firefighter of the Year by the Hamden Elks. Jeffrey is an active runner who has run a total of 12 marathons. Seven of those were the Marine Corps Marathon where he ran as a member of the IAFF Burn Foundation Marathon Fitness Team to raise money for burn injury research.

Fire Inspector Ray Saracco

Ray Saracco has joined the North Haven Fire Marshal’s Office after completing 24 years of service to the City of New Haven Fire Department. Ray started his career as a fire fighter in 1997 and in 2013 he was promoted to Fire Investigator/Inspector in the New Haven Fire Marshal’s Office.  While in the Fire Marshal’s Office, Ray was Promoted as Supervisor of Fire Investigation where he managed the New Haven Fire Investigation Unit, comprised of New Haven Police and Fire Department staff. He then went on to Act as the Deputy Fire Marshal and retired in 2021 as the Assistant Chief of Administration for the New Haven Fire Department. Ray and his family were residents of North Haven for many years and is honored to serve this community.

Fire Inspector David Obier

David Obier joined the North Haven Fire Department in 1979 as a Volunteer in the Montowese Company. In 1984 he was hired as a career fire fighter in the North Haven Fire Department. He was promoted to the rank of Lieutenant in 1999, and in 2020 promoted to the rank of Captain. After serving 38+ years with the North Haven Fire Department he retired in 2022.  He was then brought back as an Inspector/ Investigator. David holds a bachelor’s degree in Fire Administration, an Associate degree in Occupational Health and Safety and a certificate in fire prevention all from the University of New Haven. He is a Firefighter II, Fire Officer I, and Instructor I. He is a member of the IAFC, NEDFC, IAAI and ISFSI. He resides in North Haven with his wife and children.
